OER are learning and teaching materials (complete courses, learning objects, videos...) that are found in the public domain or that are available under open licenses such as Creative Commons or the GNU General Public License. These licenses allow free access and encourage adaptation and distribution of the materials with few or no restrictions. In essence, OER seek to democratize access to knowledge, making it easier for students and educators around the world to take advantage, adapt, and share quality educational resources.
